Fees include the parshiot ("klaf").  To keep costs down, the standard parshiot used in the Kesher Tefillin project are the least expensive kosher parshiot available. The writing on the parshiot is Sephardi. Parents are encouraged to invest in more mehudar parshiot and retzuot; the hiddur of the tefillin themselves that we are creating is actually a function of the hiddur of the parshiot.

Each student has the option of whatever ktav they prefer and what level of hiddur they elect. Obviously, this will ultimately be reflected in the overall cost of the materials.
